Carrying Capacity: Reflecting on Land Based Perspectives
In my first year at what is now Thompson Rivers University in Kamloops, I answered an anthropology exam question on carrying capacity by defining it as the amount a person could physically carry. I pictured a hiker on a long trail, I was thinking of the treks I'd taken with my father and older brother through the sagebrush hills above the city. Most of my classmates wrote about land, population, and ecological thresholds. I still scored four out of five, which only deepened the impression the moment left: I had been thinking about individual load while the concept concerned collective limits.
That confusion turns out to be instructive.
I grew up on that high interior plateau, where water scarcity was a daily reality the land made plain without negotiation. I live now on southern Vancouver Island, where winter rain creates an impression of abundance that summer drought and fire risk quietly revise. In both landscapes, the question of what the land can actually sustain is not abstract. It surfaces in conversations about wells, roads, clinics, and ferry schedules, whenever a community grows faster than its systems can absorb, or a dry season arrives earlier than anyone planned for.
As a child, I read my parents' copy of the Whole Earth Catalog, which sat among books about living off the land on the bricks and boards bookshelves that wrapped what felt like every wall in our living room. The spine was already worn, the pages dense with small type, hand-drawn diagrams, and earnest descriptions of tools for living differently. Stewart Brand organized it around headings like "Understanding Whole Systems," "Shelter and Land Use," and "Community," categories that could serve equally well as the table of contents for any local government plan today. What it offered, more than products, was a way of seeing: whole systems, shared limits, and the possibility that ordinary people could make deliberate choices about how to inhabit the world.
Carrying capacity, in its ecological sense, is the maximum population an environment can sustain indefinitely, given available food, water, habitat, and resources. In civic terms, it describes the point at which cumulative demands on water supply, housing, transportation, health care, and emergency response exceed what those systems can reliably provide. The boundary is rarely announced. It tends to reveal itself through service failures, infrastructure strain, and the slow erosion of what made a place livable to begin with.
On islands and in geographically bounded communities, this is not a metaphor. It is the operating reality. A strained water system. A hospital at capacity during a heat event. Roads that cannot move people safely during an evacuation. These are the moments when carrying capacity stops being a planning term and becomes something people feel directly, in their bodies, in their wait times, in the particular exhaustion of watching a system fail in real time while officials explain that growth is good news.
Buckminster Fuller, whose thinking shaped the early Whole Earth Catalog, used the image of a trim tab, the small rudder on a larger rudder, to describe how modest, well-placed interventions can redirect systems far larger than themselves. The insight applies directly to community planning. The quality of public conversation about what a place can support, and what it must let go of, is itself a trim tab. It determines whether communities adjust before their systems fail or after.
What I have seen, working across regional government, Indigenous organizations, and emergency management over two decades, is that the communities who navigate growth and climate pressure most honestly are not the ones with the best plans. They are the ones who have learned to talk about limits without flinching, where elected officials, planners, and residents have built enough trust to say: this is what the land can hold, and this is what we can do inside those limits.
That conversation is harder than it sounds. It requires communicators and planners who are willing to tell the truth about trade-offs before the infrastructure fails, not after. It requires engagement that treats residents as people with a genuine stake in difficult decisions, not audiences for announcements already made. And it requires a willingness to plan from the actual character of a place: its watersheds, its coastlines, its fire risk, its aquifer depth, its ferry capacity on a bad weather day.
In the late 1990s, the concept of bioregionalism ran through many of our discussions about stewardship, the idea that a community is better understood as part of a living system defined by natural boundaries than by administrative lines drawn without reference to the land. I found it useful then. I find it more useful now, when the consequences of planning against the land rather than with it are no longer theoretical.
Stewart Brand opened the first Whole Earth Catalog with "We are as gods and might as well get good at it," and closed the last edition with "Stay hungry. Stay foolish." Both lines borrowed their authority from somewhere else. What the catalog never quite asked was the question I keep coming back to in this work:
What does this place actually need from us?
On southern Vancouver Island, on the high interior plateau, and in every community trying to plan honestly within its limits, that is the question worth sitting with. The land has been patient. It won't be indefinitely.
